An incident occurred a couple of years ago where a Starfleet admiral deliberately tried to provoke a war between the Federation planets and outside species."
Jim gets very quiet when he mentions the first Khan event. It didn't end very well for him.
"Since then, we've been a lot more careful about discoveries such at the Nexus. In the wrong hands, the Nexus could easily be used as a tool for warfare. I can't let that happen."
